The infrastructure of Casco Viejo in Panama has constantly changed adapting to the needs of its inhabitants and the city. The origins of the current wastewater treatment system date back to the construction of the Panama Canal in 1903 during the implementation of sanitation programs to control outbreaks of yellow fever and malaria.

The United States of America built the water and wastewater systems for Panama City and Colon as stipulated in the Panama Canal Treaty. Then, the systems were transferred to the Panamanian authority in 1953 to a new department within the Ministry of Health. In 1961, this department was formalized into an autonomous agency known as the National Aqueduct and Sewer Institute (Instituto de Acueducto y Alcantarillados Nacionales, IDAAN), which continues to be the national authority responsible for water and wastewater systems in the country.

The new paving of the Casco Viejo was done in an artisanal way, using clay and sand paving stones, the methodology makes possible to maintain the historical aspect of the area.
